Can unlimited web hosting packages purchased from EBAY be trusted? Are they any good?

Can you recommend a web host that will meet all of my needs below? It’s been hard shopping around to find the ‘all in one’ deal without paying ridiculously.

1)Do I sell the site with my hosting account. . 2) do i get a dedicated server to create his own account. I notice a lot of people that sell websites on ebay actually own there own hosting.3) Do i sell them the site working and tell them to transfer to a new host. please give me advice
