I would like to suggest following webhosting which I use, they are excellent.
    Hostmonster http://www.hostmonster.com/track/ryukend...
They offer hosting of “unlimited domains” and you will get massive webspace of 1500000 MB (1500 GB ). They only charge $5.95/month and they offer “a free Domain Name” and installing service called “Fantastico”. By using Fantastico, you could create own forum, photo gallery, shopping cart (e-commerce),your own auction site and your own blogs within few seconds. They also offer “Free Website Builder” as well.
Visit the site to check details.

I agree with john. Dont try free webhosting if you are running a forum . why ?
1)They will add their own adds in your forum and some of them are extremely irritating. This way your website looks really amateur.
2)They can take down your site anytime. Think about it , you got your forum up getting thousands of visitors every day and then one day your web hosting company take your forum down . Your all efforts will go waste.
Go for professional web hosting . You can get some tips and tactics for free here http://www.squidoo.com/yahoo-web-hosting...

You should try http://www.radixhosting.com/ they are not free, but they are very very cheap. The advantage is that you will be getting a very stable web server to upload your forum too. And even more important, they have some of the best customer support I’ve ever seen. If you ask them for help with your forum script, they will help you with any questions you might have, or any installation issues you might encounter.

First, don’t even try free web hosting - especially if you’re wanting to run a forum.
I wrote a blog article about the drawbacks to free web hosting here: http://eventurebiz.com/blog/8-drawbacks-...
Most free web hosting accounts don’t come with a database and PHP, which you use. A forum is a script which uses PHP.
Free hosting is very slow as well being that you have to share your space on a server (i.e. a computer) with dozens, if not hundreds, of other people all fighting for CPU time.
If you’re interested, I own a web hosting company, eVentureBiz. All our hosting accounts include simple machines and is an easy one click installation process. We also have phpBB.
I wrote a picture guided tutorial you might find useful on how to set up a phpBB forum on our hosting accounts. Just do every step I show.
    Here’s the tutorial main page:http://eventurebiz.com/tutorials/index.h…
Hope you find these helpful and if you wish to host with us, please do. I’m always available through my blog’s contact me page and in our community forum.
